This is just not true. If we were to follow along and 1=0.9999999 then 0.999999=0.9999 then 0.9999=0.999 then 0.999=0.99, 0.99=0.9, 0.9=0.899999999, 0.899999=0-89999...... eventually all numbers would be equal.

The guy who wrote this has absolutely no understanding of maths. Just because it is impossible to write sown the trailing nines does not mean that it is not there. If the person writing had any fundamental clue about algebra he would know better (try looking up what limes means and limits in infinity and so on).

0.99999999 is in fact not 1. We use a squigly double line because it is CLOSE to on, but not quite there.
